To Him belongs whatever is in the heavens and whatever is on the earth. Who is he that can intercede with Him except with His permission He knows what happens to them (His creatures) in this world, and what will happen to them in the Hereafter. And they will never compass anything of His Knowledge except that which He wills. His Kursi extends over the heavens and the earth, and He feels no fatigue in guarding and preserving them. AL-HĀKIM

Al-Hākim is the one who judges with wisdom. The word wisdom (hikmah) is translated as giving the correct judgment. Thus, it means the one who achieves perfect precision in every judgment, who creates His creation in its proper place, and who performs what He does perfectly and flawlessly. No being other than Allah can achieve perfect precision in every judgment, perform every task flawlessly, or be perfect in everything.

In the 91 verses where the name Al-Hākim characterizes Allah, it always appears alongside another name from the Asma-ul Husna. It never appears alone. An example for each is provided below:

(35:2)

Whatever mercy Allah opens to people, none can withhold; and whatever He withholds none can release after Him. He is the Almighty, the Wise.

It is not an incomprehensible matter for Allah, the Al-Azīz (the Possessor of limitless superior power), to open or close whichever door He wills, for whomever He wills, whenever He wills. However, He is also Al-Hākim. His opening or closing of this door of mercy is neither dependent on coincidence nor is it arbitrary. Behind His opening or closing of the door of mercy lies His unique wisdom. That wisdom is whether or not the servant turns toward this door. If a person thinks from where they sit, "Since Allah's mercy is limitless and His power is superior and exalted, if He were to open the door of mercy, no one could prevent it," yet does not turn toward that mercy, it means they either do not know that Allah gives the correct judgment by necessity of His name Al-Hākim and creates His creation in its proper place, or they cannot fulfill the requirements of faith.

(4:17)

Allah accepts only the repentance of those who do evil in ignorance and foolishness and repent soon [afterwards]; it is they to whom Allah will forgive and Allah is Ever All-Knower, All-Wise.
